This conference will feature critical conversations surrounding topics such as: the upcoming Supreme Court landscape, the new Title IX regulations, election season concerns, and practical policy considerations. The program is not only timely, but crucial to the well-being and mission fidelity of CCCU campuses in today’s climate, all in the spectacular locale of West Palm Beach, Florida!
SCHEDULE
The Legal and Public Policy Conference will offer in-depth discussions and presentations surrounding topics affecting Christian higher education currently and in the years to come. Attendees will also expect to have time to network and debrief session content during the conference.

6:00 PM | Opening Dinner and Keynote Session: “Religious Freedom and the Religious University in a Polarized Age”
- We live in a time of intense political, social and cultural polarization, and the fundamental right of religious freedom has become caught in the polarization cycle. This divide threatens to undermine religious freedom’s status as a principle protecting Americans of all faiths. Conversely, however, a renewed bipartisan commitment to religious freedom might reduce polarization on a broader front. Religious universities have important claims of religious freedom and thus a vital interest in countering its polarization. And religious universities, by their nature, can also counter polarization, since their mission includes translating the faith to the broader culture and presenting the culture to the faith for assessment and reflection. So how can religious universities strengthen religious freedom: how can they present their religious freedom claims (and others’) to the broader culture in ways that persuade and attract rather than repel? Professor Berg will address these questions, applying principles from his award-winning book Religious Liberty in a Polarized Age (Eerdmans 2023).

9:15 – 10:30 AM | “Title IX: Keeping Up With All The Changes”
- With new final Title IX regulations from the Biden administration and legal challenges from states across the country, higher education institutions have been working to implement the new rule amidst uncertainty. Higher education attorney Kathryn Nash will provide an in-depth review of changes under the new Title IX regulations as well as guidance on how institutions can ensure compliance regardless of the outcome of current legal battles. The presentation will also address the impact of the new Title IX rule on faith-based institutions and how Christian colleges and universities can preserve their religious freedoms through the changes.

- Luke will describe key Supreme Court and appellate cases affecting religious freedom in Christian higher education. He will also offer insights into how campuses can proactively ensure they have strong legal defenses for their sincerely held religious beliefs and practices.

1:30 – 3:20 PM | “Legally Sound and Theologically Rich: Can One Policy Be Both?”
- During this hands-on presentation and workshop, you will hear from attorney Gene Schaerr about ways to shore up your policies from a legal standpoint. Student life expert Julie Elliott will then discuss ways to ensure your policies are an outworking of your institution’s theological beliefs and cultural ethos. Come prepared to learn practical strategies for crafting policies that are clear to students and employees, protect the institution and point back to Christ.

3:30 – 5:00 PM | “Advocacy In Action: The CCCU’s Role in Shaping Christian Higher Education”
- Explore how the CCCU is actively advocating for Christian higher education in today’s complex political landscape. Analyzing both recent examples as well as larger trends in our cultural-political climate, Joy Mosley will provide an overview of the challenges and opportunities facing Christian higher education in all three branches of government. Lisa Turner will also share an update about many rapid changes in the athletic space, highlighting the latest developments and their impact on your institution. This session will provide valuable insights into how faith-based advocacy is influencing policy and shaping the future of higher education.

9:15 – 10:30 AM | “Religious Institutions’ Approaches to Campus Unrest, Political Activity and Free Speech”
- The panel will discuss free speech and First Amendment issues on private university campuses, campus protests, campus speech and increasing enforcement by the U.S. Department of Education in Title VI cases. The panel will also explore political campaign activity, including what private religious institutions can permit or not permit on their campuses and related policy issues.

- Artificial intelligence is rapidly changing the world, and Christian educators must develop a strong understanding of its uses and abuses. This talk will delve into how AI is being used and misused in higher education, provide some perspective about the threats it poses and explore what can be done to allow universities to both survive and thrive during this cataclysmic change.

- CCCU President Shirley Hoogstra will have a casual conversation with CCCU President-Elect David Hoag, who was recently announced as the organization’s eighth president and officially begins his term of service as president on September 1.

1:30 – 3:00 PM | Practical Strategies for Educating Legislators, Accreditors, and Business Partners
- Join us for a hands-on session on building and maintaining key relationships with legislators, accreditors, and business partners. Our expert panel will provide actionable strategies, including essential “dos and don’ts,” to help you effectively engage these influential stakeholders. Learn practical tips for staying mission-faithful and turning potential challenges into opportunities for collaboration and success. This session will equip you with the tools to navigate and strengthen these critical connections.

Steve Alderman
Steve Alderman
Steve Alderman is the chief legal officer and general counsel at Palm Beach Atlantic University. Steve has worked in higher education since 2002 as an associate professor, VP of human resources and chief operating officer and general counsel. Steve earned his B.S. from Houghton University and his J.D. and MBA from the University of Denver.
Thomas Berg
Thomas Berg
Thomas Berg is the James L. Oberstar Professor of Law and Public Policy at the University of St. Thomas (Minnesota). His books include The State and Religion in a Nutshell; Religion and the Constitution; Patents on Life: Religious, Moral, and Social Justice Aspects of Biotechnology and Intellectual Property and Religious Liberty in a Polarized Age (Eerdmans), which has won awards from Christianity Today, Notre Dame Law School and the Seventh-day Adventist Church. He has written 150 articles and book chapters, along with 80 briefs in the Supreme Court and lower courts, on religious freedom and other legal questions. He holds degrees from the University of Chicago (law, religious studies), Oxford University (philosophy/politics, Rhodes Scholar) and Northwestern University (journalism). He practiced law in Chicago and clerked for a federal appellate judge.
Julie Elliott
Julie Elliott
Julie Elliott is the vice president for student life at Northwestern College (IA) and the owner of Body Matters Consulting, a company that helps Christian institutions navigate challenging cultural issues in a way that is grounded in scripture, rooted in theology and oriented toward Christ-like love. With expertise in Christian ethics and 20+ years of experience in higher education, Elliott provides training and policy guidance for Christian organizations striving to clarify their stances on sexuality, gender and other divisive topics. A graduate of Duke Divinity School, she is a gifted speaker and writer whose work has been published in The New York Times and Christianity Today.
Luke Goodrich
Luke Goodrich
Luke Goodrich is the award-winning author of Free to Believe: The Battle over Religious Liberty in America and vice president and senior counsel at the Becket Fund for Religious Liberty, where he has won multiple Supreme Court victories for clients including the Little Sisters of the Poor and Hobby Lobby. Dubbed “a top religious freedom attorney” by the Associated Press, he frequently discusses religious freedom on networks such as Fox News, CNN, ABC and NPR, and in publications like the Wall Street Journal, USA Today and the New York Times. He is a graduate of Wheaton College and the University of Chicago Law School, and he lives in his home state of Florida with his wife and eight children.
David Hoag
David Hoag
David Hoag, Ph.D., is the president-elect of the Council for Christian Colleges & Universities (CCCU), the leading voice of Christian higher education. Hoag, a CCCU board member, was most recently the president of Warner University, a CCCU institution in Florida, from 2016-2024.
Dr. Hoag demonstrated his lifelong dedication to Christian higher education through decades of leadership in Christ-centered universities, where he served in advancement and executive capacities. His record of success in accreditation, gift-giving and grant management effectively resourced the vision and mission of the schools he served as well as Christian higher education more broadly.
Throughout his career, Dr. Hoag served at four different CCCU institutions: Warner University, Trinity International University, Greenville University, and Asbury University.
Dr. Hoag holds a bachelor’s degree in education from Asbury University, a master’s degree in education from the University of Kentucky, and a Ph.D. in higher education from St. Louis University.
He previously served on the executive committee on the Independent Colleges and Universities of Florida (ICUF) and the Council of Presidents for the National Association of Intercollegiate Athletics (NAIA).
He is married to Joanna, his wife of 38 years, and they have two married daughters who are graduates of CCCU institutions.
Chris Holmes
Chris Holmes
Chris Holmes has served as the general counsel for Baylor University for eight years after serving as an attorney in the Office of General Counsel since 2002. Prior to his tenure at Baylor, he was the general counsel at Dallas Baptist University and a trial attorney in Dallas, Texas. Chris has previously served on NACUA’s board of directors and is a recipient of NACUA’s First Decade Award.

Shirley Hoogstra became the seventh president of the CCCU in September 2014. In this role, Hoogstra combines her zeal for the rule of law and her passion for Christian higher education as she promotes the value and purpose of high quality, Christ-centered liberal arts education that shapes students who love the Lord with all their heart, soul, and mind. Prior to the Council for Christian Colleges & Universities, Hoogstra served for 15 years as vice president for student life at her alma mater, Calvin University, and spent more than a decade practicing law as a partner at a firm specializing in litigation in New Haven, Connecticut.
Peter Kerr
Peter Kerr
Dr. Peter Kerr is the dean of the School of Business and Leadership at Colorado Christian University and president of KerrCommunications. He holds a bachelor’s degree in engineering and in leadership from the Air Force Academy, an M.A. in communications, a Master of Divinity, and a Ph.D. in business administration. He has traveled to 55 countries, speaks multiple languages and served as the chief media liaison for all outdoor games in Beijing during the 2008 Olympics. He also worked at the Pentagon, is a veteran of Iraq and Afghanistan and was in charge of all media relations for the Ronald Reagan funeral.

Joy Elizabeth Mosley serves as the associate vice president for government & strategic relations at the Council for Christian Colleges & Universities. She graduated from and subsequently worked at Covenant College for over 10 years, where she was the senior human resources partner, before departing for law school. She received her Master of Business Administration from Belhaven University and Doctor of Law from Emory University. On the Hill, she worked for Congressman Gary Palmer and the Center for Public Justice before coming to the CCCU. She is married to J. Paul Mosley, a medical technology entrepreneur in the cardiothoracic space and an infantry officer in the United States Marine Corps Reserve.
Kathryn Nash
Kathryn Nash
Kathryn Nash chairs Lathrop GPM’s Labor, Employment and Higher Education Practice Group, advising colleges and universities on various employment and higher education issues, including Title VII, Title IX, Clery, VAWA and FERPA. Since she cofounded trainED, a division of Lathrop GPM and a nationally recognized provider of higher education training and compliance services, Kathryn and her trainED team have conducted hundreds of sexual misconduct trainings, investigations, adjudications and appeals. The trainED team has provided training to students, faculty, staff, administrators and other key personnel from over 300 higher education institutions located in nearly all 50 states.

Steve Sandberg serves as general counsel at Brigham Young University (BYU), where he directs the university’s legal, compliance and risk management and safety functions. He also serves as general counsel at three other institutions also sponsored by the Church of Jesus Christ of Latter-day Saints: BYU–Hawaii, BYU–Idaho and Ensign College. The Department of Education appointed Steve as the negotiator representing faith-based institutions in the 2019 Accreditation and Innovation Negotiated Rulemaking Committee.

Gene Schaerr began law practice in 1987 following clerkships on the U.S. Supreme Court (for Chief Justice Warren Burger and Justice Antonin Scalia) and on the U.S. Court of Appeals for the D.C. Circuit (for then- Judge Kenneth Starr). From 1991 to 1993, he served in the White House as Associate Counsel to the President, where he had responsibility for a wide range of constitutional and administrative-law issues, including those involving economic regulation, higher education, separation of powers, federalism and religious freedom. His personal practice successes have won him repeated recognition in such publications as Best Lawyers in Washington, D.C., Legal 500, D.C. Superlawyers, and Best Lawyers in America.
Debra Schwinn
Debra Schwinn
Dr. Debra Schwinn is president of Palm Beach Atlantic (PBA) University. She previously served as associate vice president for medical affairs & dean of the Carver College of Medicine, University of Iowa. A distinguished alumna of Stanford University School of Medicine, Debra has held significant roles at the University of Washington and Duke University. Since her arrival, PBA has implemented a new strategic plan and launched the transformative God-Sized Dreams campaign, including adding undergraduate engineering and graduate PA programs. Seventeen Fulbright awardees since the program’s start in 2018 attest to PBA’s academic excellence. Outside of work, Debra enjoys CrossFit, reading and violin.

Lisa Turner is an associate general counsel for Baylor University. Lisa received her J.D. from Arizona State University. She has earned an M.A.C.E. from Dallas Theological Seminary and two M.S. degrees. Prior to Baylor, she served in the federal government where her duties included teaching at a post-J.D. law school. She also served as the senior lawyer for an educational organization responsible for a range of programs, including technical schools through a SACSCOC-accredited university which awards master’s and doctoral degrees. Her primary areas of concentration at Baylor include employment law, athletics and policy review and support.
Christa Van Der Merwe
Christa Van Der Merwe
Christa Van Der Merwe is the general counsel of Dallas Baptist University. Before joining DBU, Christa worked as a commercial litigation associate for a large law firm, and she previously clerked for the Honorable Judge Sam A. Lindsay of the United States District Court for the Northern District of Texas. She received a B.S., summa cum laude, from the University of Arizona and a J.D. with honors from the University of Texas.
Paula Victor
Paula Victor
Paula Victor has been general counsel at Biola University since 2019. Prior to Biola, she was a managing partner at Anderson, McPharlin & Conners LLP in Los Angeles. Victor’s practice focused on litigating in many different substantive areas, the most significant being the defense of educational institutions, labor & employment, personal injury, insurance coverage and bad faith and professional liability. She has served as a Judge Pro Tem and taught torts and civil procedure to insurance professionals.
In addition to her professional activities, Victor is active in her local church and currently serves as a director on the YMCA Early Childhood Education Board.
William Wagner
William Wagner
William Wagner holds the academic rank of distinguished professor emeritus after many years of teaching constitutional law and advance appellate advocacy. He currently holds the WFFC Distinguished Chair for Faith and Freedom at Spring Arbor University. William’s public service includes serving as a federal judge in the United States Courts, as legal counsel in the U.S. Senate and as chief counsel of the Michigan Senate Judiciary Committee. He also served as senior assistant United States attorney in the Department of Justice and as an American diplomat and senior advisor for global criminal justice at the U.S. Department of State.
